In protocol, Bhagwant is 7th and Kejriwal is at 15th place, then why is the CM of Punjab insulted?

New Delhi, 14 April. Arvind Kejriwal had a meeting with senior officials of Punjab in Delhi on 11 April. In this meeting, all officers attended a meeting with Punjab Chief Secretary Anirudh Tiwari, Energy Secretary and other senior officers. Punjab Chief Minister Bhagwant Mann was not present in the meeting. The Chief Secretary is the highest administrative officer of a state. Legally he reports only to the Chief Minister of his state and is accountable to him. He cannot call the Chief Minister of any other state to answer him.

Did Kejriwal take this meeting by encroaching on his jurisdiction? In the federal government of India, till date it has not happened that a Chief Minister meets with the Chief Secretary of another state to get administrative information there. Many parties have had governments in two or more states. But no chief minister has dictated the chief secretary of any other state. If Arvind Kejriwal is the convener of the Aam Aadmi Party, then Bhagwant Mann can be responsible to him. But in what capacity did Kejriwal give directions to the Chief Secretary of Punjab? The Chief Secretary of a state is not responsible to any party. Did Kejriwal hold this meeting to show the status of Bhagwant Mann?

Bhagwant Mann is five years younger than Arvind Kejriwal in age. He is also two years younger than Manish Sisodia. In this context, Punjab Chief Minister Bhagwant Mann has been taking blessings by touching the feet of these two leaders. Arvind Kejriwal has often said that Bhagwant is his younger brother. That is, on an emotional level, Bhagwant Mann has the patronage of Arvind Kejriwal. But the limits of relationships are different and the limits of governance are different. Bhagwant Mann is the Chief Minister of a complete state and there is a protocol for the post of Chief Minister. If we look from the point of view of governance, then the position of Bhagwant Mann is above that of Arvind Kejriwal. Delhi is the National Capital Territory while Punjab is a full-fledged state. Delhi is not a state. The situation in Delhi is also different from other Union Territories. The Chief Minister of Delhi has less authority than the Chief Minister of other states. In such a situation, if Arvind Kejriwal held a meeting with the Chief Secretary of Punjab and other senior officers in Delhi, then it is an insult to the Chief Minister of Punjab. That is why the opposition parties have alleged that Bhagwant Mann is a puppet CM and Arvind Kejriwal is the super CM of Punjab.

The Punjab Energy Secretary also attended the meeting with Kejriwal. The Aam Aadmi Party had promised to provide 300 units of electricity free of cost during the Punjab elections. The population of Punjab is more than 3 crores. Providing 300 units of free electricity to so many people is not an easy task. Kejriwal government in Delhi gives free electricity up to 200 units. But in Punjab, many problems are being faced in providing 300 units of electricity free of cost. Delhi has only 70 assembly constituencies and all of them are urban areas. Whereas Punjab has 117 assembly constituencies, mostly consisting of villages and towns. On the lines of Delhi, free electricity cannot be given in Punjab and that too one hundred units more. To solve this complicated question, Arvind Kejriwal had called the Chief Secretary and Energy Secretary of Punjab to Delhi. Although the announcement of providing free electricity was made by the Aam Aadmi Party, the responsibility of implementing it lies with the Punjab government. Aam Aadmi Party chief cannot interfere in this matter. Experts say that Punjab Chief Secretary and Energy Secretary have also violated their constitutional responsibility in this matter. He has also violated his oath of office and secrecy.

The Chief Minister of a state is at the seventh position in the order of presidency. Whereas the Chief Minister of the National Capital Region comes in 15th place. Even the ‘Bharat Ratna’ winner is ranked seventh in the order of preference. That is, the person honored with Bharat Ratna is also more distinguished than the Chief Minister of Delhi. If the Chief Minister of a state goes to another state, then the order of his preference becomes 8th. In this respect also, Bhagwant Mann is far ahead of Kejriwal. If Bhagwant Mann and Arvind Kejriwal are present together in a government meeting, then according to protocol, Mann will get more importance than Kejriwal. Bhagwant Mann may be under Kejriwal in the party but at the administrative level he is far ahead of Kejriwal. Now it is being alleged that Arvind Kejriwal had held this meeting to show his status to Bhagwant Mann. They want to show that their own will will prevail in the governance of Punjab. Kejriwal has been accused of being self-centred. They do not accept a leader more popular and capable than themselves. Because of this, leaders like Prashant Bhushan, Kumar Vishwas, Yogendra Yadav are now different from him. Arvind Kejriwal is uncomfortable that Bhagwant Mann has a higher priority than him. He would never want that as a Chief Minister, Bhagwant Mann becomes so powerful that one day he has to be sidelined. That’s why he is trying to show himself as the Super CM of Punjab.
